 Originally, the government planned to hold a youth equestrian event in the square in front of Seoul City Hall, but it did not go well. Then, the plan was to change it to a park behind the National URL Assembly building in Yeouido, Seoul, and push for it again, but it failed at the end. As the plan was finally changed to hold the event within the Korean Racing Authority, the association decided to hold the event directly from th URL e event to the establishment of the venue.
